The main purpose of the project is to contribute to the strengthening of local NGOs (Parents Associations) by initiating local partnerships in rural area. After this project  6 local NGOs (Parents Associations) will be selected for involvement in the project, 6 communities will be able to solve problems in partnership, 6 teams will be involved in different activities, in decision making process, in problems identifying process, and in project writing for solving communities problems, especially related to educational field, 6 projects will be written, and 6 communities problems will be exceeded.  These will a benefit for children, for parents, for school, and for whole community.

PROJECT JUSTIFICATION

• The current context in the Republic of Moldova calls for:
• Supporting of initiatives that will promote the social involvement of local NGOs in different partnership in order to solve the most important problems, especially in education area;
• Promoting community partnership for supporting the community development;
• Supporting of actions focused on education for participation, democracy and social dialog;
• Promoting education for community development;
• Strengthening the capacity of parents associations;
• Promoting of transparency of  parents associations functioning.

The proposed project aims at strengthening of local NGOs by initiating local partnerships. Almost in each Moldova community it is a Parents Association which supports the school activity in so long economical crisis. Unfortunately this support usually include only financial resources, but according to some recent research reports (Advancing Educational Inclusion and Quality in South-East Europe, OSI, Education Support Program, Budapest, 2010) and our experience (project School community in action…and other initiatives) the possibility and capacity of these organizations are bigger and they can participate efficiently in community live with initiatives and concrete activities in order to solve community problems. One of important issues in this context is the lack of partnership culture and abilities to work together for solving common problems. This year it were discussed very much at state level the mission of the Parents Association. Usually, the only task of them are financial contribution, and the real and valuable capacities of them are not  promoted and emphasized. We intend through this project to raise public awareness toward the important role of local Parents Association (Local NGO) and to strengthen their capacity by initiating local partnerships. Also we would like to provide some models of NGO (Parents Association) real involvement for other Moldova communities.

THE GOAL: To contribute to the strengthening of local NGOs (Parents Associations) by initiating local partnerships in rural area.

Objective 1: At the end of the project,  level of community actors’ awareness for necessity of creating local partnerships  will be increased;

Objective 2: At the end of the project,  the capacity of teams from 6 local NGOs (Parents Associations) to initiate and maintain local partnerships in order to solve concrete community problems will be enhanced;

Objective 3: At the end of the project, NGOs (Parents Associations) from 6 locations will solve at least one priority community problem with participation of identified local partners.

PROJECT ACTIVITIES

A.1.1. Preparation workshop & Selecting NGO

During this workshop will be reviewed the detailed overall plan of project activities and will be selected 6 NGO-s (Parents Associations) from different communities. Selection will be made by the project team (coordinators and facilitators) through contest.

The NGOs will be selected using the mentioned above criteria:

• The local project idea (concept paper) relevant for local community
• The priority will be offer to Educational NGOs and Parents Association
• Be officially registered for at least 3 years
• Have at least 3-4 persons involved in NGOs team etc.
