Through the sustained effort of the Ministry of Education and with the support of development partners, in recent years a number of strategic documents and studies were devised to thoroughly highlight the challenges facing the educational system of Moldova, including those related to the development of human resources, the deficit and turnover of teaching staff, the dissatisfaction with payment and working conditions, and the low social status teachers are perceived to have.
Based on these documents, it has been designed the National Programme for the Development of Human Resources in Education, which presents the issues identified in the field of human resources development in the domain of education in Moldova and lays out the general and specific objectives, as well as an action plan for their attainment..
Through this project we intend to initiate an ample advocacy campaign concerning the validation and implementation of the National Programme for the Development of Human Resources in Education within a specific time framework, as well as to raise awareness among the public, including decision makers at various levels and in various fields and educational actors, with regard to the crucial part educators play and the importance of an operative and participative solution for the issues concerning the development of human resources in education.
The aim of the project is therefore to create and to ensure access to dialog opportunities with decision makers, including those from the domain of education, in order to raise their awareness about the need to approve and implement, in an effective and operative manner, the National Programme for the Development of Human Resources in Education.
Objective 1: To improve the public’s awareness and mobilisation concerning the attainment of the objectives and the implementation of the activities of the National Programme for the Development of Human Resources in Education.
Objective 2: To raise the awareness of decision makers, including those from the education system, in order to have them approve and implement efficiently the National Programme for the Development of Human Resources in Education.
Expected results:

  • High degree of information and mobilizing public opinion to achieve the objectives and actions of the National Programme for the Development of Human Resources in Education.
